"It emerged from the case studies that bibliometrical techhiques such as those used by Sci-Quest represent a valuable addition to our mainly qualitative and bibliographical approach. Our findings were largely confirmed by bibliometrical research. In addition, the latter research revealed a number of new aspects, such as certain research groups not included in the case study. Qualitative and quantitative techniques are easily distinguished and effective when used in combination. Such more comprehensive evaluations, however, struggle with a lack of agreement on what methods to follow on what are important criteria, and on what indicators to use. This paper aims at furthering consensus on these matters, or at least at clarifying a number of important issues. We do so by looking at the development of biotechnology in the Netherlands, which was stimulated over the last decade by a substantial policy program. As an experiment, we also develop a Strategic Research Profile for two departments, that may be helpful in assessing their role in the biotechnology program'.

"The core of the Tropenbos programme is research which generates relevant knowledge for the conservation and sustainable development of tropical rain forest lands with training and extension as important integrated programmer components.  To be able to measure the success of the programme, Tropenbos, together with the scientific consultancy agency 'Sci-Quest', has developed a methodology to evaluate the effects of its programme on policy and management. In this memorandum, evaluative questions from the mission of the Tropenbos programme were deducted and the linked criteria and indicators were drawn up. Although this paper focuses on the Tropenbos programme, it is believed that the methodology developed is valuable for other research institutes as well".
